As part of a world leading geotechnical contracting group, Bachy Soletanche Ltd specialises in all aspects of modern Geotechnics and Foundation Engineering, including bored and displacement piling, diaphragm walls, grouting, mini piling, anchors, ground improvements and environmental engineering. We have a fantastic opportunity to join our High Speed 2 Joint Venture construction project, based in Coleshill, as an Safety, Health and Environment Advisor.

About The Project

The HS2, N1/ N2 project covers the northern 90km section of Phase 1 of the overall HS2 scheme to provide a new high-speed rail connection between London and the North of England.

A joint venture incorporating Balfour Beatty Ground Engineering (BBGE) and Bachy Soletanche Ltd (BSL) were appointed by BBV, (Balfour Beatty/ Vinci JV), to deliver the geotechnical works required along the approximately 90km of route from Leamington Spa to Lichfield.

The works comprises extensive geotechnical works including:

  • Circa. 9km of Diaphragm Walls at 9 individual structures.
  • 28No.  Secant/ contiguous structures totalling 150,000 lin. m of piling
  • Plunge Columns, Tension Piles, Ground Anchors, Soil Nails and Ground Improvement
  • 103No. Piled bridges & viaducts.

Programme is for commencement of construction works in August 2020, with a duration of circa 4 years to complete. This is a key infrastructure project and with circa £100m of spend per annum the geotechnical works is a significant element of the works for the project.

Main Purpose

The Safety, Health and Environment Advisor role will assist the HSES Lead with the day to day management of the department. The role will provide support and advice to operational teams on all aspects of health, safety and environmental management, developing health, safety and environmental documentation, meeting legal and company standards and helping deliver a safety culture of continual improvement and delivering the highest standards.

Understand the Clients and Regulators requirements to ensure their health, safety and environmental requirements are complied with and work with supply chain to ensure they meet their legal and contractual obligations.

Support the site teams to eliminate, minimise and mitigate risk to protect the operational teams, project management, visitors and members of the public.

Key Tasks

As a Safety, Health and Environment Advisor, key responsibilities include:

  • Implement the HSES Strategy as determined by the JV Board and Senior Leadership team
  • Ensure that legal, contractual and procedural compliance is delivered
  • Provide advice and support to operational management and teams on health, safety and environmental matters
  • Work to parent company and JV codes of conduct and terms and conditions of employment
  • To promote a positive culture across all levels of the team and challenge behaviours not consistent with the strategy and ethos of the joint venture
  • To advise and support the project team on their specific HSE duties, and provide guidance, monitoring and reporting on compliance with these responsibilities.
  • To provide support to project site management and supervision to ensure that all operations and activities are effectively planned and undertaken in compliance with site and project HSE requirements.
  • To provide the project team with competent advice on current HSE legislation applicable to the activities, any hazards present relevant to the scope of works
  • To contribute towards building a positive team spirit on all HSE matters on the project.
  • To actively challenge and report any unsafe actions and unsafe conditions.
  • To ensure all enquiries from the project teams are dealt with accurately and promptly.
  • Deliver suitable safety training programmes for all project personnel (including routine project inductions, toolbox talks and topic specific presentations as necessary to achieve the project goals).
  • Participate in the regular reviews and updates of the project HSE management system via internal audits and with external accreditation bodies
  • Provide support to the site teams for internal and external audits
  • Maintain a visual presence on site and assist with coaching and mentoring of project personnel to ensure continuous improvements
  • Oversee the schedule of HSES advisor inspections and ensure targets are met along with prompt close out of corrective actions
  • Support the project management teams with the development and maintenance of project management, construction phase plans and project risk assessment and method statements
  • Initiate and oversee incident investigations by putting investigation teams together, deliver time bound investigations/reports, monitor the corrective actions and close outs and share the learning with the team
  • Maintain relationships with regulators, clients, subcontractors and supply chain partners
  • Develop and maintain relationships with local and internal stakeholders
  • Oversee the management of hazard and observation reporting on a project wide basis to ensure prompt feedback is given and actions are closed out.
  • Ensure the health and safety management system is maintained in line with changing standards and legislation, customer and project requirements.
  • Ensure on site compliance with Health, safety and environmental legislation and coach teams in applying controls and mitigations.
  • Develop and maintain a programme to ensure that Senior Managers and Project Executives deliver engagement tours, generate reports and close out actions
  • Support the resources and project teams to deliver training in line with the competency matrix and requirements from the project HSES Action Plans.
  • Work with suppliers and manufacturers to implement a PPE management system and ensure that all employees on site have appropriate PPE for their role.
  • Support the HSES Lead to produce monthly reports from the JV Board and key stakeholders

Reports to: Safety, Health and Environment Lead for the Joint Venture

Knowledge and Experience

To deliver the role’s responsibilities, the following qualities/ experience are required:

  • Technician Member of the Institution of Occupational Safety and Health working towards Chartered status
  • NEBOSH General or Construction Certificate
  • Relevant CSCS Card
  • A detailed knowledge of health and safety legislation, regulations and guidance.
  • Construction and civil engineering industry experience and in particular CDM 2015
  • A detailed knowledge of the risk assessment process.
  • Effective computer skills; knowledge of the latest editions of Microsoft Office software and other company and discipline specific software applications.
  • Good interpersonal skills

the following qualities/ experience are desireable:

  • Knowledge of major civil engineering and geotechnical engineering terminology and processes
  • Experience of deep foundations, piling techniques and processes
  • Internal health and safety auditor qualification
  • Experience of HAZID and HAZOPs and working through to delivery
  • NEBOSH Diploma or equivalent
